The dramatic increase in population, poor living conditions and poverty had certainly created many social and health problems. To prevent the spread of disease and social ills, the government was in urgent need of an effective communication tool to reach and educate the public. The decision of using posters to publicize social campaigns and policies was made in the early 1950s primarily on the ground of economy and efficacy. The Public Relations Office, predecessor of the Government Information Services Department, was responsible for designing most of these promotional posters."
